Academic Requirements
- Completed online application form
- Official transcripts of secondary education (and postsecondary, if applicable)
- Credential evaluation, if requested (for non-U.S. transcripts)
- Program-specific academic requirements
English Proficiency
Applicants whose first language is not English may be required to submit proof of English proficiency. Accepted forms of documentation may include (as defined in current catalog/policy):
- Standardized English test scores (e.g., TOEFL iBT, IELTS, Duolingo English Test)
- Completion of qualifying English language programs or coursework
- Other evidence of English proficiency as outlined in the Academic Catalog
Form I-20, SEVIS & F-1 Visa Process
I-20 Issuance
Rochester University is authorized to issue the Form I-20 to admitted international students who will study in the United States in F-1 status. To receive an Initial I-20, you must:
- Be admitted to an eligible academic program
- Submit all required financial documentation
- Provide a copy of your passport identification page
- Complete any additional forms required by the admissions office
🌎 SEVIS & Visa Steps
- Receive your Form I-20 from Rochester University.
- Pay the I-901 SEVIS fee (online).
- Schedule your F-1 visa interview at a U.S. consulate/embassy.
- Attend your visa interview and present required documents.
- If approved, make travel plans and arrive in the U.S. within the allowed entry window.
Note: Visa decisions are made by the U.S. Department of State. Rochester University cannot guarantee visa issuance.
Proof of Financial Ability
U.S. federal regulations require schools to verify that international students have sufficient financial resources to cover tuition and living expenses for at least the first year of study. The specific amount is published in the current Rochester University cost of attendance.
Acceptable Financial Documents May Include:
- Bank statements or bank letters
- Affidavit of support or sponsorship letter
- Scholarship or church sponsorship letters
- Other documentation as specified by the admissions office
Format & Language
- Documents should clearly show account holder’s name and available balance
- Statements should be recent (usually within the last 3–6 months)
- Documents should be in English or accompanied by a certified translation

How to Apply as an International Student
- Submit the online application. Select your intended program and indicate that you are an international (F-1) applicant.
- Upload academic documents. Provide transcripts, diplomas, and any requested evaluations.
- Demonstrate English proficiency. Submit test scores or other approved evidence, if required.
- Provide financial documentation. Submit bank statements and/or affidavits of support.
- Receive admission decision and I-20. If admitted and financially cleared, your Form I-20 will be prepared.
- Apply for F-1 visa & prepare to arrive. Complete your SEVIS fee payment, visa interview, and travel plans.

Recommended Application Timelines
Because international students must allow time for I-20 issuance, SEVIS fee payment, visa appointments, and travel, early application is strongly recommended.
- Winter Quarter: Apply at least 8–12 weeks before the start date
- Spring Quarter: Apply at least 8–12 weeks before the start date
- Summer Quarter: Apply at least 8–12 weeks before the start date
- Fall Quarter: Apply at least 8–12 weeks before the start date
